Egypt is emerging as a crucial player in the Waste-to-Energy (WTE) sector, leveraging its strategic location, economic growth plans, and increasing urbanization to transform waste into a valuable resource.

As urbanization accelerates across the Middle East, the region faces the dual challenge of managing escalating waste generation and meeting growing energy demands. In this context, Egypt is emerging as a crucial player in the Waste-to-Energy (WTE) sector, leveraging its strategic location, economic growth plans, and increasing urbanization to transform waste into a valuable resource. The latest Waste-to-Energy Egypt Market Report provides a detailed insight on the country's emerging WTE market and the financial potential it presents for investors. 

A Market on the Rise

Egypt generates over 22 million tons of waste annually, much of which ends up in open dumps or poorly managed landfills, causing significant environmental and public health issues. However, this waste also represents a substantial untapped resource. From 2020 to 2023, Egypt's WTE market grew at a compound annual growth rate (CAGR) of 9%, supported by government initiatives aimed at enhancing sustainable energy solutions and refining waste management practices.

The Egyptian government has set an ambitious target to generate 42% of its electricity from renewable sources by 2035. WTE technology, which converts waste into electricity and heat, aligns perfectly with this strategy. Currently, five major WTE plants are in various stages of development in Egypt, projected to generate approximately 1.5 million megawatt-hours (MWh) of energy annually upon completion.

Investment Opportunities and Incentives

The investment potential within Egypt’s WTE sector is promising, with opportunities estimated to reach $1 billion by 2025. The Egyptian government is actively seeking to attract both domestic and foreign investments, offering incentives such as tax breaks, subsidies, and favorable tariffs for energy produced from waste. These incentives aim to address pressing waste management issues while bolstering energy security and promoting environmental sustainability.

Several international players from Europe, China, and the United States are exploring opportunities in Egypt's WTE market, attracted by favorable economic conditions and high demand for renewable energy. Investments in Egypt’s WTE sector can yield up to 40% ROI, driven by government incentives, reduced operational costs, and the high value of energy produced.

Public-Private Partnerships and Infrastructure Development

Public-private partnerships (PPPs) are emerging as a viable model for financing WTE projects in Egypt. These partnerships combine the strengths of the public sector, such as regulatory support and land provision, with the expertise and capital of the private sector. Successful examples of PPPs in other countries serve as a blueprint for similar initiatives in Egypt.
To support the growth of the WTE sector, Egypt is investing heavily in infrastructure development. Approximately $200 million has been allocated over the next three years for waste management infrastructure, including the development of modern WTE facilities. This investment is expected to enhance the efficiency and capacity of waste processing, making the sector more productive and sustainable.

National Waste Management Program (NWMP)

The Egyptian government has launched a comprehensive National Waste Management Program (NWMP) to address the growing waste crisis and promote sustainable waste management practices. The program includes an allocated budget of approximately $200 million for developing waste management infrastructure over the next three years.

A key component of the NWMP is the development of WTE facilities in regions with high waste generation and inadequate waste management systems. By converting waste into energy, these facilities are expected to reduce the volume of waste sent to landfills, lower greenhouse gas emissions, and generate significant renewable energy.
The NWMP also emphasizes adopting advanced technologies and best practices in waste management, encouraging collaboration with international experts and organizations to bring in the latest innovations and ensure the successful implementation of WTE projects.

Gabal El Asfar Wastewater Treatment Plant

One of the landmark projects in Egypt's WTE sector is the Gabal El Asfar Wastewater Treatment Plant, located on the outskirts of Cairo. This facility, the largest of its kind in Africa and the Middle East, serves as a model for integrated waste management and energy production. The plant treats approximately 2.5 million cubic meters of wastewater per day, serving a population of around 8 million people.
In addition to treating wastewater, the plant includes a biogas production facility that converts organic waste into biogas, which is then used to generate electricity and heat. The success of the Gabal El Asfar project demonstrates the feasibility and benefits of integrating WTE technologies into existing waste management infrastructure, providing a proof of concept for similar facilities across Egypt.
