Uzbekistan prequalifies 11 for 500MW solar round

Uzbekistan’s Ministry of Energy has prequalified 11 groups to participate in the upcoming tender for three major solar projects across the country

Uzbekistan’s Ministry of Energy has prequalified 11 groups to participate in the upcoming tender for three major solar projects across the country.

The solar projects will be located at Bukhara, Namangan and Khorezm and will have a combined total capacity of 500MW

The eleven prequalified firms are:

  • Abu Dhabi Future Energy Company (Masdar) – Large PV
  • Acwa Power (Saudi Arabia) – Large PV
  • Alarko Holding (Turkey)- Medium PV
  • Elsewedy Electric (Egypt) – Medium PV
  • GD Power (China)/ PowerChina – Large PV
  • Jinko Power (China) – Large PV
  • Nebras Power (Qatar) – Large PV
  • ReNew Power (India)/ Ajlan & Bros Energy (Saudi Arabia) – Large PV
  • Solarpack Corporation (Spain) – Large PV
  • TBEA Xinjiang SunOasis (China) – Large PV
  • Voltalia (France) – Small PV

The 11 groups have been categorised as bidders for Large PV, Medium PV and Small PV. Prequalified bidders for medium projects will only be able to bid for medium and small PV projects, with small PV prequalifiers only eligible to bid for small PV schemes.

The projects will developed under a build, own, operate and transfer (BOOT) model. The tender is being overseen by the Ministry of Energy, Ministry of Investments and Foreign Trade and the Public-Private Partnership (PPP) Development Agency under the Ministry of Finance.

The project is being developed in consultation with the International Finance Corporation (IFC).

Unlike previous solar projects developed in Uzbekistan in partnership with the IFC, one of the three projects, the Bukhara project, will also include a battery storage component.

The winning developers will design, finance, operate and maintain the PV solar plants before transferring them to the government at the end of the power purchase agreement (PPA).

 Energy & Utilities reported in 2021 that Uzbekistan was considering increasing its clean energy target from 25 per cent to 30 per cent by 2030.

In July 2021, UAE-based Masdar signed contracts to develop two photovoltaic (PV) solar projects in Uzbekistan with a total capacity of 440MW.

Energy & Utilities reported in May that Masdar had been selected as the winning bidder to develop 220MW Jizzakh PV independent power producer (IPP) project and the 220MW Samarkand PV IPP project.

 Masdar was selected for the 220MW Jizzakh project with a total energy charge tariff of $cents1.823/kWh. The total tariff was comprised of a plant only energy charge of $c1.578/kWh and a PIF charge of $c0.245/kWh.

Masdar was chosen for the 220MW Samarkand PV IPP with a total energy charge tariff of $c1.791/kWh, which comprised of a plant only energy charge of $c1.570/kWh and a PIF charge of $c0.221/kWh.

Masdar was also awarded a contract to develop a 457MW PV IPP in the Sherabad district of Uzbekistan. Masdar submitted the lowest bid for the Sherbad project in May 2021.

Uzbekistan awarded the contract to develop the country’s first solar IPP project to a consortium led by Masdar in November 2019.

Masdar reached financial close for the 100MW Navoi solar project in December 2020.

The UAE energy firm submitted the lowest tariff of $cents2.679 per kilowatt hour. The project is being developed under the IFC’s Scaling Solar Programme. Uzbekistan has set a target of developing 5GW of renewable energy by 2030, with projects to developed under the IFC Scaling Solar programme expected to contribute 1GW of the total.

Masdar is also developing a 1.5GW wind project in Uzbekistan. Masdar signed a power purchase agreement (PPA) to develop the 500MW Zarafshan wind IPP project in June 2020. In April this year, Masdar signed an implementation agreement with the Uzbekistan government to increase the size of the Zarafshan wind project to 1.5GW.

Saudi Arabia’s Acwa Power has also signed agreements to develop sizable renewables capacity in Uzbekistan.

In May, Acwa Power signed the implementation agreement with the Uzbekistan Ministry of Energy for a planned 1,500MW wind farm in Uzbekistan.

Acwa Power signed the implementation agreement with the Uzbekistan’s Ministry of Investments & Foreign Trade and Ministry of Energy for the independent power producer (IPP) project, which will be located in the Karakalpakstan area of Uzbekistan.

Earlier in 2021, Acwa Power concluded agreements for two wind power projects in Bukhara and Navoi, which will have a combined total power capacity of 1,000MW.
