Ras al-Khaimah-based utilities developer Utico has signed an engineering and supply services preliminary agreement with Germany’s Siemens for the 120 million imperial gallons a day (MIGD) Hassyan independent water producer (IWP) desalination project in Dubai.

In March 2021, state utility Dubai Electricity & Water Authority (Dewa) signed a 35-year water purchase agreement (WPA) with Utico. The project is expected to cost a total of $408m.

Utico had been made preferred bidder for the desalination project in November 2020. The project achieved a world record low tariff for the lowest levelised cost of energy (LCOE), with a tariff of $0.77 per cubic metre.

The project is Dubai’s first IWP, with previous desalination projects having been tendered under engineering, procurement and construction contracts.
