The Saudi Water Partnership Company (SWPC) has invited consultants to submit request for qualification (RFQ) for the contract to provide supervision and contract management services for SWPC’s independent strategic water reservoir (ISWR) and independent water transmission pipeline projects (IWTP).

The ISWR programme consists of the development, financing, procurement, construction, operation and maintenance and transfer of the independent water reservoirs. The ISWR projects will be developed under a build, own, operate and transfer (BOOT) model by a project company which will have a 100 per cent stake in the firm. Construction of the first reservoir is due to begin in 2023, with the project expected to be commissioned in 2025.

The ITWP pipelines are also set to be developed under a BOOT model, with construction of the first transmission pipeline and associated infrastructure scheduled to begin in 2023.

Consultants have until 18 April to submit prequalification documents.

IWTP projects

Energy & Utilities reported in February that SWPC had prequalified 19 firms to partipate in the tender for the Ras Mohaisen to Mecca IWTP.

The project will involve the financing, construction and operation of a water transmission pipeline from Ras Mohaisen – to Baha – to Mecca. The water transmission pipeline will have a capacity of 300,000 cubic metres a day (cm/d) and a total length of 300km.

The Riyadh to Qassim pipeline will have a total length of 1,392km and will have a water transmission capacity of up to 685,000 cm/d.

In November 2021, SWPC received EOI for the fourth planned IWTP project, Jubail-Buraydah.

The planned Jubail to Buraydah IWTP will have a total length of 603km and a transmission capacity of up to 650,000 cm/d.

ISWR projects

In January 2022, SWPC invited firms to submit RFQ for the planned Eastern Province & Al-Ahsa ISWR.

Energy & Utilities reported in December 2021 that SWPC had received expressions of interest (EOI) for the project, which is part of the kingdom’s strategy to increase water storage to 7 days of demand by 2030. The project will be developed under a build, own, operate and transfer (BOOT) model.

The project will involve the development of:

  • Eastern Province ISWR – capacity of 3,510,000 cubic metres
  • Al-Ahsa ISWR – capacity of 1,389,000 cubic metres

In November 2021, SWPC invited the 34 companies which submitted EOI for the 2,500,000 cubic metres Juranah ISWR to submit RFQ.
