Saudi Arabia prequalifies 14 for Rayis-Rabigh PPP water transmission project

The Saudi Water Partnership Company (SWPC) has prequalified 14 firms to participate in the tender for the project to develop a water transmission pipeline under a public-private partnership (PPP) model from Rayis to Rabigh

The Saudi Water Partnership Company (SWPC) has prequalified 14 firms to participate in the tender for the project to develop a water transmission pipeline under a public-private partnership (PPP) model from Rayis to Rabigh.

Energy & Utilities reported in December 2021 that SWPC had invited 31 companies which had submitted expressions of interest (EOI) to submit prequalification documents for the Rayis-Rabigh independent water transmission pipeline (IWTP) scheme.

Fourteen of these have been prequalified for the upcoming tender.

The 14 prequalified firms are:

  • Abu Dhabi National Energy Company (Taqa)
  • Al-Fahd Company Trading Industries & Contracting
  • Alkhorayef Water & Power Technologies
  • Al-Rawaf Company for Trading & Contracting
  • China Harbour Engineering Company (CHEC)
  • Cobra Instalaciones y Servicios
  • Gulf Investment Corporation (GIC)
  • Marubeni Corporation
  • Mowah Company
  • Mutlaq Al-Ghowairi Company
  • Nesma Company
  • Utico
  • Vision International Investment Company 

The Rayis-Rabigh IWTP will have a transmission capacity of up to 900,000 cubic metres a day (cm/d), with the pipeline planned to have a length of 100km.

The successful developer or developer consortium will develop the project on a build, own, operate and transfer (BOOT) basis. The project company, formed by the developer, will provide the entire water transmission capacity to SWPC under a water transmission agreement (WTA). The WTA is expected to have a total length of 35 years.

SWPC’s obligations will be supported by a credit guarantee from the Ministry of Finance on behalf of the Saudi government. 

Synergy Consulting has been appointed as financial adviser, with Amr Al Amr Law Firm and Fichtner appointed as legal and technical advisers respectively.

The project is part of the Saudi National Water Strategy 2030, under which a key goal is to provide 90 per cent of national urban supply by desalinated water to reduce reliance on non-renewable ground sources.

IWTP projects

Energy & Utilities reported in February that SWPC had prequalified 19 firms to partipate in the tender for the Ras Mohaisen to Mecca IWTP.

The project will involve the financing, construction and operation of a water transmission pipeline from Ras Mohaisen – to Baha – to Mecca. The water transmission pipeline will have a capacity of 300,000 cubic metres a day (cm/d) and a total length of 300km.

In October 2021, SWPC received EOI for the Riyadh to Qassim IWTP.

The Riyadh to Qassim pipeline will have a total length of 1,392km and will have a water transmission capacity of up to 685,000 cm/d.

In November 2021, SWPC received EOI for the fourth planned IWTP project, Jubail-Buraydah.

The planned Jubail to Buraydah IWTP will have a total length of 603km and a transmission capacity of up to 650,000 cm/d.
