Kuwait seeks consultant for 3,600MW power project

Kuwait’s Ministry of Electricity & Water has invited consultants to submit proposals for the project of supplying, installing, operating and maintaining gas turbines for the planned 3,600MW first phase of the Nuwaiseeb power and water project

Kuwait’s Ministry of Electricity & Water has invited consultants to submit proposals for the project of supplying, installing, operating and maintaining gas turbines for the planned 3,600MW first phase of the Nuwaiseeb power and water project.

Consultants have until 26 September to submit proposals. Details for how to participate in the tender can be found on Kuwait’s Central Agency for Public Tenders (CAPT) website.

The Nuwaiseeb project, which is likely to be procured by MEW under a standard engineering, procurement and construction (EPC) contract, has been in the planning stages for a number of years. The Nuwaiseeb plant is expected to produce up to 6,000GW when all phases have been completed.

The project was originally planned to be developed by the MEW as an EPC project, rather than independent power producer (IPP) or independent water producer (IWPP) project by the Kuwait Authority for Partnership Projects (KAPP), however there have been numerous discussions over the years whether to proceed with EPC or an IPP/IWPP model.

According to sources close to the project, MEW has decided to proceed with the scheme as an EPC project.

To date, Kuwait has developed one power and water cogeneration plant under the IWPP model, the first phase of Al-Zour North. KAPP is planning to procced with Al-Zour phases 2&3 and Al-Khiran 1 as IWPP projects, having appointed an advisory consortium led by Ernst & Young in February 2021.

The thermal power generation Al-Zour North 2&3 IWPP is planned to have a capacity of 2,700MW and a water desalination capacity of up to 165 million imperial gallons a day (MIGD). The combined second and third phases will be located adjacent to the Al-Zour 1 IWPP, Kuwait’s only IWPP to date, which was commissioned in 2016.

The thermal power generation Al-Khiran IWPP will have a power generation capacity of 1,800MW and a desalination capacity of 125MIGD. The Al-Khiran site will be located near the Al-Zour site, approximately 100km south of Kuwait City on the Arabian coast.
