Developers work on proposals for Qatar sewage PPP scheme
Firms are working on proposals for a planned public-private partnership (PPP) sewage treatment plant to service the Wakrah and Al-Wukair areas in Qatar.
The Public Works Authority (Ashghal) has set a bid deadline in March for the project. The client extended the submission date from 7 January to allow bidders more time to work on proposals.
Ashghal prequalified seven groups to participate in the tender.
The seven prequalified groups are:
- Acciona (Spain)
- Majis International (Oman)
- Marubeni (Japan)/Veolia (France)
- Metito/ Mitsubishi (Japan) / UCC (local)
- Power China / Mirqab (local) / Redco (local) / Kangda Group (China)
- Suez (France) / Itochu (Japan)
- Sumitomo (Japan)
The sewage treatment plant will have a treatment capacity of 150,000 cubic metres a day (cm/d).
The client previously appointed a team of advisers led by UK-based PwC, with the UK firms Mott MacDonald and Eversheds Sutherland as technical and legal advisers respectively.
The successful bidder will deliver the project under a build, operate and transfer (BOT) basis. The water purchase agreement (WPA) will be for a period of 25 years. The WPA will be backed by a sovereign guarantee.
